Asbury Park PressTuesday, November 1 0, 1 987 C9 Surf fishing prospects at mercy of the wind Outdoors John geiser Sue Boyce of Mac's Bait and Tackle, Neptune, said she did not have a fish weighed in from the surf yesterday while Saturday there was a lot of action. "What has been good is the river (Shark River)," she said. "They're getting some big flounders and it was good over the weekend." Weigh-ins included a 2'i-pounder by Mike Pitra of Neptune, a 2V pounder by James Miller of Neptune and a 2'i-pounder by Ken Blonder of Ocean Township. She said blackfishing was good from boats over the weekend, but poor from the inlet jetties. Art Giglio of Giglio's Bait and Tackle, Sea Bright, said he expects the changing weather pattern to put life in the surf fishery.

"It's that time of the year," he said. "Anywhere between the 9th and 20th over the years is when the big bass show up." John Geiser is an Asbury Park Press staff writer. It was his only keeper out of 1 1 bass. George Gazzabu of Toms River had a 12-pound, six-ounce bass, his only bass over 33 inches out of a catch of six. Joe Melillo Jr. of The Rod Rack said some nice blues were checked in at the shop. Tony Spina of Lakewood had six to 12': pounds while Doug Peabody of Point Pleasant Beach had a 1 2'i-poundcr and Kevin Foleyjackson Township, had a 10-pounder.

Dan Licursi, owner of JR's Bait 'N' Tackle, Manasquan, said the surf was quiet there yesterday except for 'Short striped bass. "They caught a few blues I saw four guys with three blues about four pounds between them and I understand a couple of blues around eight pounds were caught from the big jetty, but it was quiet," he said. "They're fat all belly." There were a lot of much smaller bass in the surf and some plug fishermen yesterday had as high as five and six fish that had to be released. In talking with a biologist yesterday, I learned that some members of the scientific community are secretly scoffing at the striped bass management program of the Atlantic States Marine Fisheries Commission. The idea of fisheries management has traditionally been to flex with the cycles of scarcity and plenty.

This has not happened. There apparently are striped bass all over the New York Bight. We've known about the vast number of small bass in the Long Island and New Jersey surf, but now the reports are coming in from farther offshore. Tony Bogan of Kevin Bogan's Bait and Tackle, Point Pleasant Beach, said Capt. Ray Bogan was fishing some snags for blackfish and sea bass over the weekend with his Capt.

Jim out of Point Pleasant Sportfishing Center and he caught striped bass three to four Surf fishing could come alive today or tomorrow, if the wind shifts around to the northeast as some weather forecasters are predicting. The suds need some stirring and chilling to get the bluefish and bass fisheries back on track. Bob Bottino of Bradley Beach was sizing up the situation last night after going fishless earlier in the day. "I was up to Sandy Hook this morning and didn't get a touch," he said. "This is the time up there that's why I hit it but we need a little cold weather.

That northeast wind they're talking about should help." Bottino, who has already tagged and released 195 striped bass, expects the big bass any time now when conditions change. "Usually when we hit the big fish, the water feels a little cooler," he said. "It's on the warm side now." Sandy Hook's North Beach has received a big play for the last few days since a trio of heavy bass was beached. Mickey Alpert of Lake wood, who has chalked up several impressive trophies already this year, was swimming his live bunkers on North Beach yesterday, but did not connect. The heaviest of the trio caught at North Beach was a 53'2-pounder taken surf, was recaptured July 25 in the Cape Cod Canal.

That bass was 27 inches long. Bottino also tagged three weakfish, eight blues and seven fluke. Of the tagged fish, only one has been reported. That was a fluke he tagged at Darlington Deal, Aug. 10.

It was caught 10 days later off Shark River Inlet. Joe Melillo owner of The Rod Rack, Belmar, said the surf was relatively quiet in the Belmar and Spring Lake area yesterday. Melillo said that the Shark River Surf Anglers and Steven's Surfsters went head to head in a surf fishing contest over the weekend and the Shark River club won. Peter Longo, Neptune, led the winners with a 19-pound bass that was weighed at The Rod Rack. His teammate, Martin Westerfield, Belmar, caught a 17-pound, 12-ounce bass, but it was taken after the tournament deadline.

Interestingly, Longo's winning fish was only a scant fraction over the 33-inch mark. By contrast, Joe Horvath of Howell Township caught one that weighed 19 pounds on a hand scale, but it was only 32 inches long and had to be returned. "These fish are like little rugby balls," said Melillo in his description. Saturday morning by Ray Soyka of Roselle. He hooked the fish on a Bomber plug and when the hook pulled out in the wash he leaped on the bass and wrestled it to the beach.

The bass was weighed at The Tackle Box, Hazlet Township. It measured 49 inches long with a 30-inch girth. The other fish caught at North Beach included a bass around 38 pounds and another over 40. The staff at The Tackle Box reported trailers have been working the Rip for the last week without getting a big bass to respond. The predicted weather could prod something here, also.

Bottino said his tagging efforts are bringing some results. He tagged six bass at Sandy Hook April 23 and got one tag back July 29. That was from a 28-inch bass that was caught in the Kennebec River in Maine. Another fish that he tagged May 4, one of seven from the Sandy Hook miles off the beach. Tony said between 20 and 30 stripers were caught and released.

All were under 26 inches in length. Interestingly, we also heard of undersize striped bass caught on the Klondike Banks and the Heinrich maintains overall lead in Pram series S. The Atlantic Highlands Yacht Club will hold its awards dinner at 8 p.m., Friday at the Beacon Hill Country Club, Middletown Township. The 1987 cruising boat racing program wound up Oct.

17-18 with the race weekend. The turnout was light and so were the winds. The club started a three-week fall frostbite series in nine-foot Dyer Dhow Prams Sunday. It runs through Nov. 22.

Both classes had seven races. Henry O'Hern had a big day in Twin River's fall frostbite series this week. His first and two seconds vaulted him into the series lead after two weeks of action at the Monmouth Boat Club, in the single-handed National 10's. Jack Elfman is in second place. He also had a first and two seconds.

John Brewster holds third place. Bill Ewing won two races to move to fourth place in the standings. There were 10 boats (28 people) MIKE HEINRICH has been waiting for the Prams to return to Toms River. Several years ago, interest in sailing Prams there waned. That annoyed Heinrich since he always did well with his Pram.

When this year's fall series started at Toms River Yacht Club, Heinrich didn't bother to show up, figuring no one would come out. But they did so Heinrich was there the next week. He's been winning ever since. This past Sunday he was the overall leader for the second straight week and now leads the five-week series which ends Nov. 22.

Joyce ordered Ferriola's horses scratched because, "we had to act in anticipation," of the confirmation of test findings. "The horses were scratched in the best interest of racing," Joyce said. Freehold Raceway will raises its purses by as much as 17 percent starting on Saturday, Racing Secretary Frank Ferone announced yesterday. The increase has been mandated because the track is receiving additional income from both on-track and simulcasting wagering, the track said in a statement.
