Judson, 91, ex-Douglass College dean Ms. Judson wrote several history books, concentrating on British history, as well as an autobiography, 'Breaking the Barrier: A Professional Autobiography by a Woman, Educator and Historian Before the Women's Movement," published in 1984. She was awarded the American Historical Association's Award for Scholarly Distinction in December, for her book, "The Crisis of the English Constitution." The Associated Press PISCATAWAY TOWNSHIP Margaret Atwood Judson, historian and former dean of Douglass College at Rutgers University in New Brunswick, is dead at the age of 91. Ms.

Judson died Saturday at the Francis E. Parker Memorial Home here. A history professor and chairman of the Douglass history department, Ms. Judson became acting dean of Douglass College in 1966, serving in that post until 1967, when she retired. Barone, Carmel.

"Jon Chambers was a wonderfully warm and friendly person, known for his down-to-earth sense of humor and fun," said Frances Grandy Taylor, president of the Connecticut Association of Black Communicators. "As a friend and a colleague, he was always there when you needed him." He was a member of First Baptist Church, Hartford, and a graduate of the University of Maryland. Mr. Chambers was born in Baltimore and lived there most of his life and in Toms River and Asbury Park before moving to Hartford in 1988 and back to Baltimore in January. Surviving are his parents, Evans and Naomi Chambers, and two brothers, Evans Chambers and Ronald Gaines, all of Baltimore.

March Funeral Home West, Baltimore, is in charge of arrangements. The Hartford Courant contributed to this report. Muraglia said he and his family became good friends with Mr. Chambers, and that he had a lot of admiration for Mr. Chambers.

"I feel grateful to be a friend of his," Muraglia said. "He was very practical (and) always polite. Always. He was very fair (in his reporting) and would always give a chance for rebuttal." "To tell you the truth, I felt like I was his brother," Muraglia said. Mr.

Chambers worked for the Raleigh (N.C.) News Observer before coming to the Press, and left the Press for the Hartford (Conn.) Cou-rant in 1988, where he worked for two years before resigning in January. As a student journalist, Mr. Chambers tackled tough issues, said Jeffrey Williams, a copy editor at the Chicago Tribune who attended college with him and worked with him at the Courant. While working for the Black Explosion, a black student newspaper at the university, Mr. Chambers' reporting led to the dismissal of a faculty member, Williams said.

"It's amazing how this little publication and young crusader did this," he said. "He always had a strong sense of who he was. He was always so committed to his work and what he believed in." By KAREN E. WALL PRESS STAFF WRITER BALTIMORE Jonathan D. Chambers, a former Asbury Park Press staff writer, died Monday at Baltimore County General Hospital, Towson, after a lengthy illness.

He was 29. Mr. Chambers worked in the Toms River bureau from 1985 until 1988. Victims' rights advocate Vincent James Muraglia, contacted at his Toms River home last night, credited Mr. Chambers with helping bring about changes in how fatal traffic accidents are handled in municipal courts.

Muraglia met Mr. Chambers just before Christmas 1986. Muraglia's daughter was killed in a car accident in September 1986, and in December, a Dover Township municipal judge dismissed careless driving charges against the driver and fined him $20, the minimum fine, for failing to make repairs to his vehicle and operating an unsafe car. The judge in the case was not reappointed when his term expired in 1989. "Because Gon) took the initiative he got a law on victims' rights passed in the state," Muraglia said.

"If Jon didn't listen, I think it would have been lost." Dr. Betty Frankel, 68, orthodontist for 39 years MoRRftoniRti member of Temple Beth El, Plain-field, and its Sisterhood, and the Plainfield Chapter of Hadassah. She was listed in Who's Who of American Women. Dr. Frankel was born in Brooklyn and lived in Cranbury since 1987.

She was a winter resident of Del Ray Beach. Surviving are her husband, Dr. Woodrow Jacob; two sons, Mered, Paterson, and Oren, Neptune; a daughter, Dr. Dara Holwitt, San Antonio, Texas; a brother, Dr. Arthur Kafka, Brooklyn, and five grandchildren.

Higgins Home for Funerals, Plainfield, is in charge of arrangements. CRANBURY TOWNSHIP Dr. Betty Frankel, 68, died yesterday at her winter home in Del Ray Beach, Fla. She was an orthodontist and children's dentist and operated a practice in Plainfield and Somerville with her husband, Dr. Woodrow from 1947 until 1986.

She was a graduate of Brooklyn College and Columbia University Dental School in New York. She was the first woman member of the Central Dental Society of Plainfield and was the second woman member of the New Jersey Dental Association of Orthodontists. She was a member of the Northeastern Society of Orthodontists; a of the Eastern Star 214, Belmar, and a member of the Women's Auxiliary Manasquan Elks Lodge 2534. Mrs. Harris was born in Asbury Park and lived there before moving to Spring Lake 66 years ago.

Surviving are her husband, Don a sisters, Patricia Flynn, Avon Park, and Larry Bistis, Forked River, Lacey Township, and four grandchildren. Day Funeral Home, Keyport, is in charge of arrangements. Johnson Funeral Home, Wall, is in charge of arrangements. LEONARD BROWN, 66, of LONG BRANCH, died Monday at Mon- mouth Medical Center, Long Branch. He was an attendant at Marlboro Psy-; chiatric Hospital, Marlboro Township. Prior to that he was a molder at the "former Schumacher and Kelly Foundry, Freehold.

He was a former member of Walter J. Conley Lodge 1379, International Benevolent Protective Order of Elks of World, Freehold. He was an Army veteran of World War II. Mr. Brown was born in Freehold and lived there before moving to Long Branch 12 years ago.

His wife, Evelyn, died in 1989. Surviving are a daughter, Margaret Lewis, Alabama; his mother, Vivian Ruffin Brown, Freehold; two brothers, Joseph and Harold both of Freehold; a sister, Anne Mott, Freehold, and two grandsons. Higgins Memorial Home, Freehold, is in charge of arrangements. KENNETH T. BURROWES, 87, of TINTON FALLS, died Monday at Riverview Medical Center, Red Bank.

He was a groom for various horse trainers in Monmouth County for many years before retiring. He was a member of Mount Zion AME Zion Church, Eatontown. Mr. Burrowes was born in Scobeyville, N.Y., and lived in Tinton Falls for more than 50 years. His wife, the former Mildred E.

Terry, died in 1980. Surviving are a sister-in-law, Helen T. Herb, Tinton Falls, and a niece, Ann Burrows, Michigan. Robert A. Braun Home for Funerals, Eatontown, is in charge of arrangements.

ROSE DEL POMO, 87, of SPRING LAKE, died yesterday at Clara Maass Medical Center, Belleville. She was past president of the Women's Auxiliary of the New Jersey Pharmacy Guild. Mrs. DelPomo was born in Newark and lived in Spring Lake for the past 25 years. Her husband, Arthur, died in 1972.

Surviving are a son, Michael A. M.D., Atlantic Highlands; a daughter, Rose-marie Tangretti, West Orange; a brother, William Calabrese, Newark; two sisters, Margaret Calabrese, Verona, and Madeline D'Ambra, Huron, Ohio; six grandchildren, and two great-grandchildren. Preston Funeral Home, South Orange, is in charge of arrangements. DENISE MAUREEN GLOWACKI, 40, of MIDDLETOWN TOWNSHIP, died yesterday at home. She was a member of the Lutheran Church of the Good Shepherd, Holm-del Township, and president of Tower Hill PTA for Tower Hill Nursery School.

She received a bachelor's degree from Seton Hall University, South Orange, in 1972. Mrs. Glowacki was born in Newark and lived in Fair Haven and Union before moving to Middletown in 1982. Surviving are her husband, Dr. Jan; two sons, John and Robert, and a daughter, Anne, all at home, and her mother, Agnes O'Connor, Point Pleasant.

John E. Day Funeral Home, Red Bank, is in charge of arrangements. DORIS CHAFEY HARRIS, 73, of SPRING LAKE, died yesterday at home. She was the former owner of Don's Pet Shop, Spring Lake Heights, from 1964 until 1975. She was past matron of the Ocean Chapter of Order son, Don K.

Riviera was born in Havana, Cuba, and lived there before moving to Eatontown in 1940. Her first husband, Edward A. Clark, died in 1958. Surviving are her husband, Gustavo; her mother, Mercedes Rodriquez Acosta, and a brother, Pedro Louis Acosta, both of Miami; a sister, Violeta Sherman, Eau Claire, and one niece. Robert A.
