Bush adminstration official The Washington Post THE BUSH administration and the government of Singapore are close to completing a military basing agreement would give U.S. F-16 fighters and warships part-time access to that Pacific island nation, a development that will put greater pressure on the Philippine government to decide whether it wants to continue its longstanding military relationship with the United States. An administration official said last night that the pending agreement with Singapore "is not a substitute" for the sprawling U.S. presence in the Philippines at the Subic Bay naval base and Clark Air Base.

Those much larger repair and training facilities are the subject of sensitive and politically tumultuous negotiations between the State Department and the government of President Corazon Aquino. Access to air and naval facilities in Singapore has been an option the Bush administration began pursuing late last year when Singapore Prime Minister Lee Kuan Yew issued a surprise public invitation to the United States to consider Singapore as a home for U.S. forces. The offer was seized upon by U.S. officials who are seeking a range of options to broaden U.S.

military access and presence in the Western.
