R. J. Buffalo, Ex-Restaurateur HOWELL TOWNSHIP -Mrs. Angelina A. Ramlccio Ruffalo, 59, of 25 Plaza De Los Lobos, The Villages, died yesterday at Monmouth Medical Center, Long Branch.

Mrs. Ruffalo was born in New York City and lived in Colts Neck Township 16 years before moving here a year ago. She was a retired hostess at Colts Neck Inn, Colts Neck Township, which was formerly owned by her hsband and his brother. She was a communicant of St. Rose of Lima Roman Catholic Church, Freehold.

She was a member of the Holland Orchards Country Club, Marlboro Township; the Freehold Area Hospital Auxiliary, The Villages; the Frank Ski Club of Little Falls; and was a past president of the Little Falls Chapter of Deborah. She also was a former member of the Sycamore Bowling League of Shrewsbury. Surviving are her husband, Arthur four sons, Arthur J. Ormond Beach, John, Dominic J. and Charles Sumter, S.C.; a daughter, Mrs.

Mary Ann Weir, also Sumter; three brothers, Alexander and Peter Ramlccio, Pomp-ton Lakes, and Joseph Ramlccio, Elmwood Park; seven sisters, Mrs. Michele-na Ascenzo, Wanaque; Mrs. Lucy Sammartino, and Mrs. Carmela Giantattasio, Mill-burn; Mrs. Kathryn LIPari and Mrs.

Arsons Laid To Fireman HACKENSACK (AP) A volunteer fireman who joined the Leonia squad shortly before a rash of suspicious fires broke out, was indicted yesterday on eight charges of arson. Gary J. Federico is charged in a Bergen County grand jury indictment with setting fire to a storage shed at the Leonia American Legion hall in September 1974, igniting a two-car garage in June 1975 and torching the Mount Zion Baptist Church last June.

He also is accused of setting five brush fires in different borough locations. Federico, who joined the volunteer fire department in 1974, was arrested last Sept. 15 and charged with the arsons. He is free on a personal recognizance bond. Board Wants Garage Shared BRICK TOWNSHIP -Councilman Edward Mus-grave wants the Board of Education and the municipal government to share garage facilities.

If the municipal garage Is built in the Herbertsville area near the new high school to be built off Lanes Mill road, school buses could be parked there and emergency repairs on school vehicles could be done there, Musgrave said. The school bus garage at the high school on Chambers Bridge road across from the Municipal Complex could also be used for emergency repairs to township cars, he said. DESTEFANO RED BANK Anthony R. DeStefano, 77, of 41 North Bridge died yesterday at Riverview Hospital, Red Bank. He was born in Roselle Park, and was formerly of Oceanport and Mlddletown Township before moving here five years ago. He was a retired selfem-ployed general contractor and builder. He was a Navy veteran of World War I and a communicant of St.

ANDREWS MARLBORO TOWNSHIP Harvey C. Andrews, 76, of 118 Wilson died Sunday at Bayshore Community Hospital, Holmdel Township. He lived most of his life-in the Bayshore area before moving here 14 years ago. He retired 20 years ago from his job as a maintenance man for the Areo Marine Corporation, Keyport. He was the husband of the late Bess Stauffer Andrews.

He Is survived by three daughters, Mrs. Fred Moser, Old Bridge Township; Mrs. Carl Dolan, Hazlet Township; Mrs. Victor Landry, Keyport; nine grandchildren and 20 great-grandchildren. Bedle Funeral Home, Key-port, is in charge of arrangements.

MICHAEL W. PELC BERKELEY TOWNSHIP Michael W. Pelc, 67, of 266 Fort DeFrance Holiday City at Berkeley, died Saturday at Community Memorial Hospital, Toms River. He was born in Brooklyn, and lived most of his life in Scotch Plains and Hillside before moving here three years ago. Mr.

Pelc was employed as a security guard at Bell Laboratories, Murray Hill, and retired in 1974. Surviving are Ms wife, the former Aniela Burkat; a son, Michael, Memphis, his mother, Mary Pelc, Elizabeth, and two nephews. MRS. LF. EICHHORN LAKEWOOD Mrs. Lillian F. Eichhorn, 90, of 905B Dunbarton Drive died Sunday at the Green Grove Convalescent Center, Neptune.

Mrs. Cox was born in Germany and had been a resident of Wall Township for 60 years. She had previously lived in Nutley. Surviving are six sons, George W. and John here; Charles Neptune Township; Albert Peek-skill, N.Y.; Harry Howell Township, and Witfield Cape May; two daughters, Mrs.

Helen C. Riddle, Eatontown, and Mrs. Marie E. Morgan, Newark; 38 grandchildren and 52 greatgrandchildren. The Robert A.

Braun Funeral Home, Eatontown, is in charge of arrangements. MRS. ROY KIRSCHNER SR. TOMS RIVER Mrs. Mary O'Malley Kirschner, 64, of 320 Floral Way, died Sunday at Point Pleasant Hospital.

She was born in Scranton, and lived in Union 25 years, and in Brick Township, before moving here three years ago. She was a private duty registered nurse in Elizabeth. She was a member of the New Jersey Nursing Association and was past treasurer of the Homestead Run Women's Club, here. Mrs. Kirschner was a member of the Ocean County Chapter of the American Association of Retired Persons.

Surviving are her husband, Roy; a son, Roy East Brunswick Township; a daughter, Mrs. Kathryn Schuler, Clark Township; two sisters, Mrs. Alice Balm-forth, Kearny, and Miss Catherine O'Malley, Scranton; two brothers, John, Buena Parks, and James, Kenilworth, and three grandchildren. MRS. LOUIS GARMANSKY LONG BRANCH Mrs. Ida Sharfsteim Garmansky, 98, of 1001 Norwood died yesterday at the Daughters of Miriam Nursing Home, Clifton. She was bom in Lithuania and lived in the Shore area 80 years. She was a member of the Congregation Sons of Israel, Asbury Park.

She was the widow of Louis Garmansky. Surviving are a son, Nathan, Hackensack; three daughters, Mrs. Sidney Cohen, with whom she lived; Mrs. Jack Zalon, Paterson, and Mrs. Jerry Schwartz, Union; nine grandchildren and four great-grandchildren.

Ball, 73, of 129 Pennsylvania died Friday at the Ocean Grove Nursing Home. Mrs. Ball was born in Newark and lived here eight years. She was a member of St. Paul's United Methodist Church, here.

Surviving are her husband, Frederick two sons, Herbert, Nutley, and David Westfield, and four grandchildren. The Ocean Grove Memorial Home is in charge of George F. Kessler, Ex-Fire Chief, 70 LAKEWOOD-George F. Kessler, 70, a former fire chief, died Sunday at his home, 801 Park Ave. Mr.

Kessler was born here and lived here all his life. He worked for the Fred Beyer Oil here, for 29 years before retiring in 1974. He was a communicant of St. Mary-of-the-Lake Roman Catholic Church, and a member of Post 166, American Legion. Surviving are his wife, Mary; a son, George Las Vegas, a daughter, Mrs.

LOUIS KLEIMAN TOMS RIVER Mrs. Jennie Kleiman, 82, of 234 Silverton died Sunday at Point Pleasant Hospital. She moved here 30 years ago from New York. Mrs. Kleiman was a member of the Toms River Jewish Community Center.

Her husband, Louis, died In 1972. Surviving are two sons, Harry, Flushing, N.Y., and Melvin, Euless, Texas; a daughter, Mrs. May Widell, Brooklyn; a brother, Ted Brokaw, San Diego, two sisters, Mrs. Ida Zimmering, Orlando, and Mrs. Clare Adelman, Miami Beach, and 11 grandchildren.

LAZARUS TOMS RIVER Abraham D. Lazarus, 58, of 489 Kings-ley Court, died yesterday at Community Memorial Hospital. Mr. Lazarus was born in Philadelphia and lived there until moving here eight-and-a-half years ago. He was a warehouseman for the Standard Keil Company, Elm-wood, for 13 years.

He was an Army veteran of World Warn. Surviving are his wife, the former Elaine Dickstein; a son, Mark, Bristol, a daughter, Miss Beverly, Philadelphia; three brothers, Harry, Philadelphia; Nathan, Ventnor, and Louis, Cherry Hill, and a sister, Mrs. Goldie Gootman, Philadelphia. BARTKEWICZ LACEY TOWNSHIP -Anthony J. Bartkewicz, 62, of 399 Constitution Drive, owner of Barkey's Bar Grill in Jersey City for more than 20 years, died yesterday at Community Memorial Hospital, Toms River. Mr. Bartkewicz was born in Jersey City and lived there until moving here in 1976. He was a member of the Shore Polish American Club, Brick Township.

Survivng are his wife, the former Helen Wleczorek; two daughters, Mrs. Loretta Studenko, Howell Township, and Mrs. Carol Alexander, Brick Township; a sister, Mrs. Marie Garson, North Arlington, and three grandchildren. The Riggs Funeral Home is in charge of arrangements.

MRS. CECIL JONES MANCHESTER TOWNSHIP Mrs. Edith May Thompson Jones, 82, of 16 Woodchuck Parkway, died yesterday at Point Pleasant Hospital, Point Pleasant. Mrs. Jones was born in Mlddletown Township and moved here from Farming-dale three years ago.

She was a member of the Reformed Church of New Shrewsbury, Tinton Falls, and was the widow of Cecil, who died in 1970.
